The 10 states with the fewest suits were: Hawaii (4.9 suits per 100,000 people in the state), North Carolina, Georgia, South Dakota, New Hampshire, Idaho, Illinois, Montana, Utah, and Iowa.

Now, these numbers may not reflect on the quality of doctors or hospitals, but it is more likely that because each state has enacted laws which vary as to the burden of proof for patients to prove they were victimized by poorly delivered healthcare.
